A swimming pool in your Dutch garden: costs, permits and design

An in-ground swimming pool in the Netherlands costs roughly €35,000–€70,000 for a prefab (monoblock) pool and €60,000–€120,000+ for custom concrete, installed. The regulatory news is good: an uncovered pool in a Dutch back garden is usually permit-free. The engineering news needs attention: much of the western Netherlands has groundwater at 50–100 cm below the surface — an empty pool can literally float upward if this is not engineered for.

Do you need a permit for a pool in the Netherlands?
Usually not: an uncovered pool next to the house, in the back garden area, is permit-free. Three exceptions to check:
- A pool house or fixed cover falls under normal building rules and may require a permit depending on size and the zoning plan.
- Protected townscapes and monuments have stricter rules.
- Major groundworks near dikes or waterways can involve the regional water authority (waterschap) — as can pumping groundwater during construction and discharging backwash water.

Why is groundwater the big Dutch pitfall?
- Buoyancy risk: in polder areas the water table often sits 50–100 cm below the surface. A partly empty pool behaves like a boat — without ballast, anchoring or a drainage sump with inspection pit, it can lift. This must be engineered in from day one.
- Dewatering during construction: keeping the excavation dry usually requires pumping (bronbemaling), which may need notifying the water authority and affects planning and cost.
- Clay soil logistics: excavating a pool produces 60–100+ m³ of heavy clay that must be removed or landscaped into the design.

How do you integrate a pool into a villa garden?
- Position: sun on the water from noon to early evening, sheltered from the prevailing southwest wind, never under deciduous trees.
- Sightline from the house: a pool you can see from the kitchen gets used more — and is safer with children.
- Zoning: lounging lawn to the west, breakfast terrace to the east, non-slip ceramic or natural stone surrounds.
- Green framing: evergreen hedges and ornamental grasses for wind shelter and privacy.
- Hidden technology: pump and filtration in the pool house or a sound-dampened pit away from seating.

How long does a pool-and-garden project take?
A monoblock pool is placed in 2 to 4 weeks; custom concrete takes 8 to 16 weeks. Including the surrounding garden — terraces, technology, planting — plan 2 to 5 months in total. The smart schedule: build in autumn/winter so pool and garden are ready by May.
Is a natural swimming pond cheaper than a pool?
Construction costs are similar (€40,000–€90,000), but running costs are lower: no chlorine and less technology. A swimming pond needs roughly double the surface area (the plant filter zone matches the swim zone) and warms up more slowly in spring. Aesthetically it is often the best fit in a green villa garden.
Can a pool be added to an existing mature garden?
Yes, provided there is a crane route to the back garden for prefab pools. We design the integration to preserve valuable mature trees — including checking felling permits if one must go — and restore the garden around the new pool as part of the same project.
